Abstract

Democracy has always been a system of governance that is all embracing and acceptable all over the world.  Key to this is an effective community communication with people in the remote areas and their active participation in the political life of their country. However, it is sad that community media have no place in the undemocratic media system in Nigeria.  This is a reflection of regrettable ignorance on the part of governments of the significant role which community media from within the environment of marginalized communities can play in the overall development of a country.  This exploratory study therefore attempts to examine the possibilities of cultivating community media potentials in the area of promoting democratic norms and values among the skewed and disadvantaged communities.
